Job Title: National Consultant for Reproductive Health Commodity Security SDP Survey.

Purpose of consultancy: 

In line with UNFPA guidance of having commodity availability surveys to establish sustained commodity availability at SDPs globally, UNFPA will provide support to the Government of South Sudan through the National Bureau of Statistics (NBS) and the Ministry of Health to conduct the 2022 survey. 

 

The UNFPA South Sudan Country Office will provide financial and technical support to ensure that the objectives of the survey are achieved, including recruitment of an international consultant in consultation with the Government entities

 

Purpose

 

The recruitment of the Consultant is to ensure subjection of the report to full application of the international standards in undertaking survey fieldwork, analysis, and reporting, as well as in the production of a report incorporating previous data. NBS on the other hand will support with data management and serve as the data repository to enhance national and technical ownership for the survey. A National Reference Group will provide overall technical oversight to the survey.  

 

This survey will provide information on availability of contraceptives and essential medicines through the UNFPA SUPPLIES performance monitoring framework using a standardized methodology. This is to support the efforts of the country to respond to commodity stock-outs towards more predictable, planned and sustainable country-driven approaches for securing essential supplies and ensuring their use

 

Scope of work:

Undertake desk review of the RHCS SDP Survey protocols, including the Sampling Guides and Tools.

The consultant will, in consultation with UNFPA and working closely with the National Reference Group, make all logistical arrangements for the survey including recruitment of data collectors and data entry clerks and all other staff involved in the survey e.g., organizing meetings  

Ensure national representation of the facility sample to include geographical and administrative representation with the relative weights as guided by the sampling procedure

Ensure only health facilities safely accessible are sampled and local clearance for the sampled facilities is obtained ahead of the survey implementation

Coordinate fieldwork as well as prepare and submit the report of fieldwork and other information as agreed with lead consultant.

Liaise with UNFPA South Sudan RHCS SDP survey partners to review and validate data capture/entry, data collation, data coding and analysis of the dataset and the indicators.

Analyze the survey data and provide interpretation of the results for preparation of the final report

Also, generate Tables, Charts and Graphs; and provide basic interpretation of the results for preparation of the final report.

Submit weekly progress report on the survey

Prepare the narrative report, showing and interpreting Tables, Charts and Graphs, and ensure that the report reflects and responds to the national context.

Support the dissemination of the survey results to all key stakeholders in the country

Carry out any other duties as may be required by the Country Representative or Deputy Representative.

 

Expected results

A final report for 2022 RHCS SDP Survey in South Sudan meeting international standards as outlined in the GPRHCS Framework and Annotated Outline, indicating all the required Tables and Charts/Histograms for illustrations of findings. The final report will also include an in-depth analysis of the above selected key development indicators in the areas of UNFPA mandate and covering the 10 provinces.

An Executive Brief (mainly graphics) of maximum 2 pages

PowerPoint presentation to guide consultations and validation processes

Action and dissemination plans of the final report.

 

Expected Deliverables 

The consultant will be hired for a period of 40 working days, and he/she will be able to submit weekly progress reports and supervisor will undertake weekly performance assessment based on the deliverables in the scope of work.

 

The consultant will be under the overall supervision of RHCS Specialist.

 

Required expertise, qualifications, and competencies, including language requirements.

Post-Graduate University Degree in Statistics, Demography, Social Science, Public Health, Medicine, Pharmacy or other related field with experience in database management, especially in the field of population and development required;

At least 5 years of professional experience, and strong technical knowledge and expertise in survey data organization and management, especially in the field of population and development in developing countries. 

Demonstrated strong skills in designing and implementing all aspects of household and facility-based surveys, including strong skills in data analysis and report writing

Good coordination skills and communication skills verbal, oral and written with the ability to network partners and stakeholders is an asset.

Proficiency in a computer software application with corporate IT system is preferred. 

 

 

Languages:

Fluent in written and spoken English, knowledge of Arabic will be an asset.
